Tinkercad models usually “snap” to the grid, meaning it will move a set distance for you. We want the Text to move by a smaller amount. The next step will have you move the Text so it is slightly inside the Frame.

Not to dissuade you from learning a more advanced CAD ... but TinkerCAD lets you switch the snapping increment in the lower right hand corner. There's a dropdown labeled "SnapGrid" and, while it defaults to 1mm, it'll go as low as 0.1mm (or even "Off".)
